The Purpose of a Hood Scope on a Fiero?

I already sent this photo to notallthere, our resident Fiero guru. So I thought I'd open this up for conjecture by everyone else. I found this Fiero for sale about 10 miles from my house.

Can anyone tell me what the hell the purpose of a hood scope  on a mid-engine Fiero would be useful for?

A scope would be to aim at where you want to go????  What the hell the scoop is doing there is anybody's guess.  That small bump on the side of the car is the factory Ram Air.  Ringo's rain catcher makes me think of the current VW commercial  with Willie Nelson passing a family in a yellow vert bug.  What is he doing with a front/trunk lid full of louvers???  Massive water catcher.
