What should I pay for ‘80 non turbo T/A

Hi all, looking @ a very clean 108K mile 80 T/A. All orig. no rust other than minimal surface rust underneath. No blisters or evidence of rust on body anywhere. 301 no turbo 150 HP🥴. Engine is orig & rebuilt a few thousand ago. 
What’s a fair buy price?

As LIL as possable??😁  What would your plans be for the car?  How much investment to make it factory perfect?  Whats the interior like?  Factory rims?

It’s obvious when I saw it, it’s been garaged for most of its life if not all. Paint is orig & looks great. Has minor scratches but overall shines well for mileage.  Engine runs well as a recent rebuild should. Stock rebuild so still only 150 hp 🤮.  Tranny feels ok w/o leaking considering 108k miles. Entire underneath is solid w no rust other than minimal surface rust underneath w chassis sections & suspension all solid. Interior has no rips, tears or wear through but shows wear w thread bare spots & looks like it’s been shampooed but still soiled in driver & passenger seats. Rear looks good. Rugs good structurally but faded.

My plans if purchased as it’s way under powered is to go w a more powerful engine w EFI & 5 speed if it fits w/o modification surgery or 4 speed I know will work. Other than replacing upholstery on front seats &. Carpeting it needs nothing. Fortunately I have room to keep orig engine & Tranny for potential stock value if I ever sold. Typically since mid 40’s I buy & keep much to my tolerant wife’s demise 😂
the guts ask is $13,500 but says or best offer.

According to Haggerty's Valuation Tool, a 1980 Trans Am with a non-turbo 301 4 bbl is worth:

 

Current Condition / Values

#1 Concours      $40,800

#2 Excellent       $24,800

#3 Good            $16,000

#4 Fair                $9,500

 

Value Adjustments

-10% for 6-cyl. -15% for auto. +10% for Special Edition. +10% for T-tops. +11% for Red Bird. +7% for Yellow Bird. -10% for 305/145 V8 on Trans Am.

The value of 301/305 powered Trans Am is on the rise. As the 400-455 TAs go up in price, the less desirable 301 and 305 powered TAs in good shape now become more affordable / desirable for modification. So it comes as no surprise that the asking price of these clean cars is going up.
