Is there a way to check the vacuum actuators on the heater box to see if they work before I put it all back together ? How much vacuum does it take to make them work.

It does not take much to activate them. Find the port and draw a vacuum with your mouth. You should be able to see it work. If not a small length of vacuum line so you can see it work.
