1961 Bonneville convertible top issues

Hello all, not sure if this is the right place but here goes,

 

We just got a 61 Bonneville we put the top down now it will not go up. I have power at the plug. I see a relay in the circuit on the diagram but I can't find it. 

 

Anyone know the location of it and or a circuit breaker?

 

Any help would be greatly appreciated!

Sorry for the delayed response, I just found your post.

Check behind the driver’s side kick panel behind the vent duct.  My ‘72 Lemans convertible has its accessory relay located there, at the botom. It controls my power top and power windows.
