a/c heat vent problem

hey guys,

   hoping you can help me.  got my daughter for her first car off side of the road for $700.00.  1998 grand prix GTP Daytona edition 168K miles.  kid abandoned on side of road cause it threw serpentine belts.  i bought it off tow company and fixed it up for my daughter.  runs like a top.   problem i am having is the a/c and heat no matter what you put it on blows out all the vents.  i have fixed all vacuum leaks and changed actuators but still having the same problem.   I even changed the A/c controls, and still the same problem.  It is really annoying.  I am hoping someone with similar problem can help me out.
