Power steering question

I have an 06 grand prix that's making a whinning sound everytime it starts. I eventually locate the power steering reservoir, which is in a terrible spot, and I have enough fluid and it doesn't seem to be dirty. (As from what I can tell) any ideas? Any tips or tricks on how you guys get back there with ease?

If the sound varies with the engine rpm, most likely the problem's in the pump. The other reasons for that, which come to my mind, are a clogged filter, or too thick steering fluid (maybe cold weather influenced the density). I would also think of the fluid level, but you say it's fine...
