Frosty
My opinion would be to flush the system, for two reasons: 1. It's a 2003 GA, I doubt previous owners have ever flushed it, so now is a good time to clean it out and start with fresh power steering fluid, especially with a new rack. Why contaminate it with junk to begin with? 2. Flushing and adding new fluid will allow you to bleed the system and get rid of any trapped air that the either new rack or power steering hoses may have in them.
