Oh this is a brilliant idea. Tax people for the pure and simple privilege of entering your community because it is already so busy and so popular.

I can't think of a better or more effective way to kill commerce and tourism by taxing entry into it. And what will be done with the $4 they collect? Subsidize the community's lost business revenue? I kinda doubt it.

Many European cities already do this. London for instance. Is it a good idea? Can't say.
